Can someone help modify this filter to catch the pre-breakout move?

RSI (14) > 60 ?? Then how to set it up prior to the breakout?

IT WOULD BE EVEN BETTER IF YOU WOULD EXPLAIN WHY YOU THINK THIS IS A GREAT FILTER.

I'm looking at the % change for this occurrence - that's it. I'm trying to identify common threads in the set-up. Running the first filter with crossover I get 83.3 % positive results with some very powerful moves up. I'm working on it.
